As a result of the municipal elections held in May 2015, a new metropolitan government was established the following July and the second mandate of the AMB got underway. This mandate is now ending, but during it this supralocal public institution established with the approval of the 2010 Law on the Barcelona Metropolitan Area has gained ground.
The economic adjustments in the past five years, as well as the austerity policies imposed, have signalled a turning point which public administrations have had to handle with a democratically mature citizenry.
In parallel, at the Paris Climate Summit, the Action Plan to Fight Climate Change was approved with the 2030 objectives; more than 195 countries signed it, dovetailing with the hottest year on record in terms of global temperatures. The priority objective of this Plan is to lower greenhouse gases with the engagement of all the social stakeholders and public administrations, not only on a state level but also regionally and locally.
The political map reveals the end of bipartisanship and the practice of more plural local governments in an ever-changing socioeconomic context with the entry of new political parties, which know no administrative nor authority limits, to hear the regional demands on the local, national and state scene. Accountability and future challenges
Now is the time for accountability, and by evaluating the actions and measures spearheaded, we can see that over these four years, the priorities established in the short, middle and long term have been implemented, based on the governing agreement.
This governing agreement, which has eleven avenues of action and 25 sectoral objectives, takes shape in the approval of the 2016-2019 Metropolitan Action Plan (PAM), with more than 366 actions, and it rests on three major strategic strands: democratic quality, open governance, transparency and participation; metropolitan metabolism, sustainability and resilience; and quality of life, territorial cohesion and social rights.
With almost 90 % of the Investment Plan executed, the AMB is satisfied with the work done so far.
We are reaching the end of the mandate with the approval of the Proposal of the Metropolitan Urban Master Plan, as well as a Climate and Energy Plan 2030, which includes a roadmap in order to reach the objectives related to the metropolitan municipalities and the AMB itself in order to meet the goals to combat climate change set at the Paris Summit.
We have set up a new public housing operator for publicly-subsidised rentals, which is one of the main actions within the metropolitan housing policy guidelines. During the implementation of these policies, we have managed almost 2,800 new publicly-subsidised homes in around 50 housing developments. Of this total, 250 are finished, 436 are currently being built, 883 are being designed and 1,257 are being processed in accordance with the agreements with the respective town halls.
Towards the end of the mandate, we have also approved the initial phase of the Mobility Plan, which should help guarantee a region that is connected more efficiently and in a more environmentally-friendly way. This obligation stipulated by law has not yet gotten underway, and now we can say that we have approved the fare integration of the 18 municipalities in the second ring with a formula that ensures the financing of the public transport system (PTS), as well as the increases needed to safeguard it.
Furthermore, we have added budget allocations to deal with situations of energy vulnerability via the Metropolitan Plan to Support Municipal Social Policies, and in this vein it is also important to highlight the launch of the metropolitan energy operator.
The budgets in this mandate have enabled us to fulfil the commitment to earmark 0.7 % of the budget to international cooperation.
This mandate has also been tenacious and rigorous with green infrastructure and environmental policies. The measures include the initial approval of the Special Plan to Protect the Parc Natural de la Serra de Collserola, becoming a member of the Parc Agrari Consortium and the request to join the Consortium to Protect the Natural Spaces of the Delta del Llobregat, the creation of the urban planning discipline service of the townships of each municipality included within these spaces, and the approval of the Metropolitan Plan to Prevent and Manage Municipal Resources and Waste (PREMET25), which harnesses waste so it can be treated as a resource. All of these actions serve as proof of our commitment. We have also approved a five-year investment plan to improve sanitation infrastructures, and we have made headway towards drafting the Comprehensive Water Cycle Master Plan. All of these measures have increased our region's resilience in terms of the essential elements (like water) for the functioning of both the natural ecosystems and urban systems within the perspective of the circular economy.
We should also underscore the effort entailed in joining the ERDF programme with our own agreement, which means actions and projects that will unquestionably bring added value to the region, with more services, improved infrastructures, more energy efficiency and the ability to showcase the natural heritage.
In terms of interventions in the region, over these four years we can highlight the execution of the investment plans, in which the PACTE (Regional Cohesion Action Programme), the PAMUS (Action Programme for Urban and Social Improvement) and the technical assistant programs for municipalities are now joined by the PSG (Action Programme in Natural and Urban Landscapes), in an effort to continue improving river spaces, mitigating the impacts of infrastructures and managing contact areas between natural and urban spaces. We have expanded the park network until reaching 51 parks and have undertaken more than 415 actions in the public space. Another important action which serves as the backbone of the metropolitan area is the studies of the transformation of the main roadway arteries, such as Diagonal/B-23 and the C-31, and the approval and development of the executive project of the C-245 motorway. These projects have required major interinstitutional coordination.
The creation of the Economic Development Agency was a noteworthy development as a governing instrument within the metropolitan area with the goal of meeting the common social and job needs in the metropolitan region. In this sense, also worth noting is the completion of the subsidy programme for economic activity estates and the continuation of the Metropolitan Plan to Support Municipal Social Policies, with the execution of the jobs programme.
We also made a commitment to make the institution more available to citizens. Open governance and transparency are core aspects of this objective, and we have created the Transparency Agency in order to further this new way of engaging in public service.
The Strategic Planning Area worked to monitor, evaluate and plan the new metropolitan challenges for a resilient region from a cross-cutting perspective. This took shape in the DREAM Programme, the abbreviation for metropolitan diagnosis, reflection and analysis, which outlines the different future scenarios awaiting us. These contributions are collected in the publications in the DREAM series. Also worth highlighting is the creation of debate and participation groups on socio-ecological conflicts, which initially revolved around metropolitan agricultural and forest management, river spaces and air pollution.
In recent years, we have undergone many changes, overcome difficult times and tackled adversities as veritable opportunities. The strategy has been unwavering: working tirelessly to maintain a commitment that excites us, and designing and building a metropolitan area that is friendly and inhabitable for all citizens, a city of cities that integrates and advocates for the common good.
Cooperation among the municipalities and governance of the different working areas will no doubt be the challenges that await us in the future.
The quest for major agreements and coordination with the different institutions and the social and economic stakeholders should be the lodestar for attaining the consolidation of this institution and its collaborative project for the metropolitan region of Barcelona as a whole, in order to address social issues in all their facets, thinking and acting to make the right to city a reality, meant as the large urban whole with unique identities yet shared projects: the environmentally sustainable, economically prosperous and socially cohesive city above and beyond its administrative boundaries.

Agreement, governing priorities and Metropolitan Action Plans (PAM)
The governing agreement of the Barcelona Metropolitan Area, signed in 2015 by the PSC-PC, Entesa pel Progrés Municipal and ERC-AM, is arranged around 11 avenues of action and 25 sectoral objectives. The establishment of the new government signalled a new stage characterised by a cross-cutting way of addressing all the issues and problems related to the metropolitan challenge.
The political forces that signed the agreement marked the start of a broader political leadership process to deal with the negative consequences of the economic crisis and the generation of social inequalities. The agreement has set objectives and avenues of work for the metropolitan administration established in the Metropolitan Action Plan 2016-2019 to dynamise economic activity, social inclusion, territorial balance, sustainable mobility and urban and ecological environmental metabolism as the core of the policies to be undertaken.
Sustainability and quality in public services
As a priority, the metropolitan government agreed to work to guarantee the sustainability and quality of the public services that are essential to the functioning of the city and the metropolitan region: the collective urban public passenger transport system, waste prevention and management, administration of the comprehensive water cycle, public facilities and space, infrastructures and open spaces, action programmes within the sphere of energy and affordable housing, and services related to economic promotion, and social and environmental sustainability.
At the same time, Law 19/2014 on transparency, access to public information and good governance was implemented with the creation of the Transparency Agency after being enacted by the Parliament of Catalonia on 29 December 2014.
The main avenues of action of this mandate have been:
- Viewing the metropolis as a network of towns and cities
- Promoting the recovery and guarantee of metropolitan social cohesion
- Developing a metropolitan housing policy as a service of general interest
- Promoting the economic activity
- Promoting and consolidating a sustainable mobility system based on public transport
- Providing services to protect natural resources and the environment with the utmost quality and efficacy possible
- Promoting quality of life in the metropolitan municipalities and neighbourhoods
- Protecting natural systems and preserving open spaces
- Establishing a sufficient, stable financing system for the metropolitan services
- Guaranteeing citizen accessibility and participation
- Promoting the AMB's relations with international bodies

Metropolitan Action Plan (PAM 2016-2019)
With the mission of attaining a fairer, more democratic and sustainable metropolitan region, the Metropolitan Action Plan 2016-2019 is organised into three strategic strands:
- Social rights, sustainable economic development and territorial cohesion.
- Metabolism, sustainability and resilience.
- Government, governance and democratic quality.
The establishment of the new metropolitan government for the current mandate, after a period in which the new institution was consolidated, has signalled a new stage in which the priority has been to address all the issues and problems related to metropolitan development in a cross-cutting way, while also starting a process of stronger political leadership to deal with the fallout of the economic crisis, especially in terms of the social inequalities generated.
Efforts have been made to create an inclusive metropolitan area in order to stop the deepening of inequalities by applying measures to support entrepreneurs in a productive, collaborative economy, without ignoring actions to benefit socioeconomic progress and the protection of the environment, the region and people.
The PAM has paid special attention to guaranteeing the sustainability of the essential public services, such as the collective urban public passenger transport system, waste prevention and management, administration of the comprehensive water cycle, urban planning, regional actions to maintain and invest in public facilities and space, infrastructures and open spaces, action programmes within the sphere of energy and affordable housing, and services related to economic promotion and social and environmental sustainability.
Promoting ways and methods of governing and planning in accordance with institutional transparency, participation, information and accountability to citizens has also been a crucial factor in the decisions taken by the new metropolitan government in relation to the PAM.
To date, the PAM has accomplished 92 % of what it set out to do.

Representatives and organisational structure
The 2011 replacement of the three metropolitan entities – the Commonwealth of Municipalities of the Barcelona Metropolitan Area (MMAMB), the Metropolitan Transport Entity (EMT) and the Metropolitan Hydraulic Services and Waste Treatment Entity (EMSHTR) – led to the unification of their governing and management bodies, which also led to a decrease in the number of representatives (from 150 to 90 metropolitan councillors).

Budget implementation
The Barcelona Metropolitan Area, with its dependent companies and entities, has managed a budget of 6.4927 billion euros during the period 2016-2019, around 2.7577 billion euros of which was available to the AMB. Of this amount, 751 million corresponds to financial year 2019.
The budgetary structure of the AMB, as an eminently technical administration aimed at providing advanced public services, stands out for the low percentage of resources allocated to personnel, current expenses and financial expenses, at under 9 %, and for earmarking the remaining 91 % to financing investments and end services (transports, waste management, environment, beaches and parks).
The purpose of the budgets has been to guarantee the provision of the services provided by the metropolitan administration, as well as to maintain the investment capacity in plans, programmes and investment projects for the 2016-2019 mandate. In this period, the AMB has furthered its social policies, particularly to guarantee the right to access to both housing and public services, such as transport and basic utilities, in addition to promoting sustainable economic development.

Plans, investments and programmes
The Metropolitan Investment Plan for the 2016-2019 mandate is allocated 269.66 million euros and has been used to finance investments in natural spaces, public spaces, infrastructures and facilities that serve as the backbone of the metropolitan region while also bringing value to the municipalities.
The plan utilises cautious criteria in terms of income and the containment of structural spending. General economic scenarios, the evolution of budget implementation and the future economic prospects were taken into account when drawing it up. According to the current socioeconomic context, the investment plans deemed it necessary to establish and apply policies aimed at social and territorial cohesion.
The principles of solidarity, cooperation and plurality inspired the Investment Plan with the goal of bringing a higher quality of life in the metropolitan municipalities. The AMB has paid special attention to applying criteria in favour of implementing local policies and improving the public space and citizens' quality of life by incorporating elements of sustainability and energy efficiency.-
Metropolitan Investment Plan
The essential areas of the Investment Plan have revolved around four areas: territorial cohesion, urban improvement, projects and technical assistance, and actions in natural and urban landscapes.
The Regional Cohesion Action Programme (PACTE) was allocated 100 million euros and included actions carried out by the AMB itself both directly and in cooperation with the town halls. The investment, which went to 35 municipalities (not Barcelona, which has a plan of its own) was used for facilities, public spaces and infrastructures.
The Action Programme for Urban and Social Improvement (PAMUS) was allocated an investment of 144.66 million euros in all the metropolitan municipalities (not including Barcelona) meant to finance the construction projects and town halls' interventions, along with the maintenance and ordinary financing actions of municipal services, facilities and actions targeted directly at users and citizens, including those of social interest and/or emergency.
Much of the technical work needed to develop the programmes of the Metropolitan Investment Plan is carried out by the AMB's own technical services, which support the town halls. The technical support related to investment and management of the regional actions is increasingly complex, so the AMB services were reinforced in light of the requests from the town halls and the technical assistance plan was allocated 10 million euros.
The Barcelona Metropolitan Area (AMB) has extensive experience and a longstanding tradition in planning and managing open spaces, such as metropolitan green infrastructures; solving problems of the fit between urban zones and their natural environment; integrating roadway, energy and service infrastructures within the landscape; and spearheading forest management programmes on municipal lands with a high risk of fire associated with harnessing waste for energy and farming. The investment in river spaces, the recovery of degraded zones and the integration of infrastructures had a budget of 15 million euros contained within the Action Programme in Natural and Urban Landscapes (PSG).

Economic activity and quality of life stimulus plan
The metropolitan plan to support the town halls provides solutions to the economic needs of the metropolitan town halls while also promoting, supporting, underpinning and coordinating economic initiatives to generate a benefit in the institutions, citizens, companies and region.
The Metropolitan Plan to Support Town Halls, Stimulate Economic Activity and Improve Quality of Life, which is allocated 160 million euros, is comprised of the following programmes:

Metropolitan Plan to Support Municipal Social Policies
The Metropolitan Plan to Support Municipal Social Policies finances projects aimed at generating direct jobs, promoting economic activity and improving the employability conditions of unemployed persons. It is grounded upon the metropolitan authority's action principle of fostering social cohesion.
Throughout the 2016-2019 mandate, 30 million euros was allocated for 136 metropolitan town hall projects, with the exception of Barcelona, given its budgetary capacity and own service structure. The municipalities receive budgetary support according to their population, unemployment rate and disposable family income. This financing, in the guise of subsidies, is compatible with other assistance and financing funds.
In addition to the 30 million euros of budget allocated, 6 million euros of pluriannual economic funds have still been available during the 2016-2019 mandate and have been allocated to measures to combat energy poverty.

Metropolitan Programme to Counter Energy Poverty. Pluriannual fund
Energy poverty is becoming a structural problem in Catalonia, and in all of Spain as well, not only in the metropolitan area. In 2016, two years after the AMB's energy poverty programme was launched with a fund of 11 million euros, local governments had to apply the regulation contained in Law 24/2015. Meantime, the experience of many town halls suggested that unified municipal action protocols be implemented as they await legislative support.
The goal of the metropolitan programme of measures to combat energy poverty is to provide an effective response to situations stemming from cut-offs in the energy and water supply because of a lack of economic resources. The government of the AMB considers it essential to help the metropolitan town halls deal with a reality suffered by many residents, especially those in situations of economic vulnerability, primarily the elderly, dependent persons and single-parent families made up of a woman with persons under her care.
The programme established procedural agreements with the metropolitan town halls through their social services, as well as with the water, gas and electrical utility companies. The budget earmarked for the period 2016-2019 was 6 million euros, with the main goal, in accordance with the programme's objectives, of providing economic coverage to prevent utilities from being cut off in the wintertime for individuals suffering from energy poverty; to provide economically vulnerable consumers with information and training on invoicing, fares, possibilities and resources in the public systems and the household service systems; and finally to complement basic municipal social service assistance as well as the effects of the Metropolitan Plan to Support Municipal Social Policies and the Metropolitan Programme to Rehabilitate Buildings and Improve Neighbourhoods.
The AMB has worked to prepare an energy audit programme, with households as the beneficiaries, to determine whether energy consumption can be rationalised with simple rehabilitations, such as improving homes' insulation.
The 35 metropolitan municipalities have joined the programme, which is in talks with 12 utility companies. Because energy poverty is a structural problem in Catalonia as a whole, not only in the metropolitan area, the government of the AMB has asked the Spanish and Catalan governments for a supporting legislative framework that would create measures and resources to deal with this dire social plague.

Communication
The Metropolitan Action Plan (PAM) 2015-2019 states that the corporate communication policy should be enhanced with the goal of stating the institution's positioning and improving awareness of it among citizens. This goal, contained in the mandate's Corporate Communication Plan, has translated into the following communication goals:
- To make the metropolitan administration visible and consolidate its positioning.
- To make the institution more accessible to citizens, to report on it and to bring citizens into the core projects, services and assistance of the AMB's mandate.
- To showcase the region: Metròpolis Barcelona.
The avenues of work and the communication strategy used to achieve these objectives are:
- Continued development of the corporate identity and architecture of the AMB brand and reflect it in all its authorities and services. This point has been extremely important, since it has stayed with the technical teams as they created the name of the services and infrastructures, and the formal part has been designed and implemented in the region. The outcome has been an increase in the presence and visibility of the Barcelona metropolis administration. A corporate identity handbook has been created for each project.
The projects have been:
• 2015: Identifying all the fleets of electrical and hybrid vehicles, and for the metropolitan park network, design of the Jugatecambientals (environmental games and experimentation areas).
• 2016: The Barcelona ring roads and the new Bicivia bicycle infrastructure.
• 2017: The Sustainable Mobility Project, which includes the low-emissions zone of the Barcelona ring roads (ZBE BCN), park-and-ride car parks, shared cars and quick charging stations.
• 2018: Solar-powered car charging stations and the BiTiBi bicycle parking (high-capacity Bicibox).
• 2019: The new shared electric bicycle service, e-Bicibox, and the Metropolitan Parking app.
Corporate identity handbooks
- Dynamisation of the press office with the goal of guaranteeing information flow and content generation and reinforcement of the relationship with the media particularly by tracking the general press with the highest penetration in the region, the local press and the press specialising in topics related to the authorities of the AMB. This avenue has led to an increase in media impacts and optimal coverage of the news related to metropolitan projects and services.
In this mandate, steady progress was made on the following avenues of intervention:
• The struggle against air pollution and climate change. One standout is the AMB's 2016 initiative to spearhead a communication protocol with the media, metropolitan town halls and citizens in the event of a preventative warning and episodes of air pollution by NO2.
In 2018, this project led to the subsequent development, along with the Government of Catalonia and the Barcelona Town Hall, of a communication protocol with a media and citizen alert system that is activated in less than 24 hours in the event of a preventative warning and episodes of air pollution by NO2 or PM10, with the pertinent recommendations or restrictions.
An intense relationship was also embarked upon with journalists and meteorologists in the regional media to report on storms that affect the metropolitan coastline.
• Promotion of sustainable mobility, with particular attention to the development of infrastructures and services to encourage the presence of bicycles as a daily means of urban transport (Bicivia, Bicibox and e-Bicibox, BiTiBi, subsidies for purchasing electric bicycles), as well as the development of the high-performance metropolitan bus, with two new services (BusExpress and MetroBús) and the launch of the Metropolitan Urban Mobility Plan (PMMU).
• Policies to combat inequalities and promote inclusive and sustainable economic development. Employment policies, industrial estate plan.
• Showcasing natural systems and open spaces (metropolitan park network, metropolitan coastline and river spaces) as the major connectors of the biodiversity within the system and the generators of the metropolitan green infrastructure.
• Reporting on the metropolitan area's challenges with regard to waste collection and treatment. The Metropolitan Plan to Prevent and Manage Municipal Resources and Waste (PREMET25) was also launched.
• New energy models: Climate and Energy Plan 2030.
It is worth highlighting that in this mandate, news and reports were regularly generated in video format which were distributed both via YouTube and in newsletters and social media with the AMB's profiles.
In this mandate, a channel to interact with the media and journalists was created in 2018 on the social media Twitter (@premsaAMB), which currently has 922 followers.

Ratcheting up the press office has led to a considerable increase in the number of requests from the media and serves as proof that the AMB is becoming a referent within its authorities. The most common kind of requests are: participation in a debate table, interviews and statements on policies or technical referents, filming to create documentaries or reports on our services, and information requests to make reports on our authorities or services.
Communication protocol for preventative warnings in air pollution episodes

- Communication actions and campaigns: the communication actions and campaigns carried out throughout this mandate followed a maxim already determined in the previous mandate: to ensure the efficient use of resources by unifying the awareness-raising actions on waste sorting into a single metropolitan-wide campaign, which used to be carried out separately in each municipality, and in the sphere of transport, to develop single campaigns for the metropolitan services, which the concessionaires previously handled separately.
In terms of air quality, an annual transversal, multimedia campaign has been promoted to mitigate air pollution in the region.
In 2016, the AMB focused on an awareness-raising and informative actions on the high pollution levels suffered by the region; in 2017, circulation restrictions for polluting vehicles in the low-emissions zones of the Barcelona ring roads were announced in the event of preventive warnings or episodes of air pollution; and in 2018, it was announced that these restrictions also affect motorcycles.
In terms of the energy shift, in late 2018 the new metropolitan energy utility, Barcelona Energia, was established, which started its own communicative actions.
