Espai públic

More than 30 years ago, the Barcelona Metropolitan Area steadfastly turned to high-quality public space as an essential tool to organise and democratise the region. By antonomasia, public space is the place of social gathering, the space of citizen participation and the showcase of social conflicts. Given the exclusion, social fragmentation and urban inequalities left in the wake of the economic crisis and the subsequent periods of austerity, we are more committed than ever to our objective continuing to make the right to the metropolitan city possible.

In these recent years, we have experienced many changes, difficult historical times have been overcome and adversities have been tackled as opportunities. The strategy has been unwavering: to work tirelessly to maintain the commitment to protect and build a metropolitan area that is welcoming to and inhabitable by all, a city of cities that integrates and seeks to provide the same quality to all its facilities, parks, streets, squares and infrastructures.

The period 2015-2019 has been characterised by a clear improvement in the programmes to manage projects and construction sites, with new instruments such as the project manager, the BIM, the new project methodology, specialisation in works supervision and the implementation of TCQ software and the sustainability protocol.

Coordination with the other areas in the AMB has increased and consolidated, such that the Directorate of Public Space Services (DSEPU) now acts as a technical office in the majority of projects and construction sites in the AMB. Worth noting is the consolidation of the assignment of projects involving the water cycle, waste, mobility and international cooperation and the coordination with the Directorate of Urban Development Services for large urban transformation projects, such as the C-245, C-31 and B-23 motorways. There has also been an increase in the number of plans with the participation of one or more areas, such as the Landscape Improvement Plan (abbreviated PSG), the Plan on Economic Activity Estates (PAEs), the Neighbourhood Plan, the AMB's investments in the metropolitan park network, and lately the Heritage ERDF, which is joined by the existing PACTE (Regional Cohesion Action Programme) and the PAMUS (Action Programme for Urban and Social Improvement).

If we had to summarise the most noteworthy data on the work done, we could point out that despite the economic crisis which got underway in the previous mandates, the town halls wanted to continue improving and intervening in the public space, both indoor (facilities) and outdoor (streets, squares and urban developments). Therefore, more than 400 requests were received, with an increase in the number of actions to improve mobility and accessibility and the consequent increase in the number of kilometres of bicycle lanes and civic paths. More than 70 % of the requests correspond to urban development projects, while the others are for facilities; of the approximately 100 facilities projects, 80 are to rehabilitate and improve them, while only 20 seek to build new facilities. Among the different urban development projects, more than 50 % are streets and squares, followed by 10 % that seek to expand and improve the metropolitan park network.

In terms of the investment plans available to execute all of these projects in this mandate, with regard to the PACTE, which has a budget of 110 million euros (100 for construction and 10 for assistance), it is worth noting that 97.5% has already been assigned to specific operations and only 2.5 % is still pending and available to the 10 town halls which still have a positive balance. With regard to the PAMUS, which has a budget of 144 million euros for the entire mandate, only 26 million has yet to be assigned; 82 % of the funds assigned have allowed town halls to execute 206 actions, which are joined by the actions undertaken with the PACTE.

Of the 179 actions undertaken which were funded by this investment plan, 109 are actions tendered by the AMB and 70 were transferred to the town halls. The investment generated to date totals more than 132 million euros, and there have been 55 awardee companies.
  • Projects and construction sites
    The requests received and jobs pending completion from the previous mandate, in terms of investment plans, have enabled 318 projects and studies to be drawn up. A total of 141 projects were executed and finished, and another 108 are in the tender or execution phase. The total investment is currently 182 million euros, 53 million of which correspond to projects drawn up during the previous mandate, while 129 correspond to the mandate finishing now. Rehabilitation and transformation (74 %) weigh much more heavily than new construction (26 %) in all kinds of projects.
    • Types of actions
      Public space is the backbone of the region and provides it with substance and internal structure. The actions that the AMB is carrying out in the public space are part of the green metropolitan infrastructure and provide the same urban quality to the centre and the periphery, to the whole and to each and every part of the metropolitan area.

      Below we outline the main actions carried out during this mandate, grouped by space and its purpose within the metropolitan area.
      • Outdoor public space
        There is an environmental and social network of open spaces that connects urban parks with agricultural and natural spaces in the metropolitan area. The AMB holds the authority to manage more than 295 hectares of what is called the metropolitan park network (XPM), including their vegetation, furniture, facilities, pavements and built elements.

        The DSEPU is in charge of all the projects and construction sites related to local urban parks and parks within the metropolitan network. More than 500 actions of differing kinds and sizes were undertaken in the metropolitan park network, if we add those from investment plans and those coming from the improvement budget of the PCEP.

        The park network fulfils the commitment to equip all town halls with at least one metropolitan park. This has led the number of parks to increase from 40 to 51, with a total area of 295 hectares. Only three of the 36 municipalities within the AMB do not have a metropolitan park, although right now one is being studied, another is being designed and construction has begun on the third. One noteworthy action is the new Parc Joan Oliver in Badia del Vallès, which earned a FAD design award.

        The user satisfaction rate exceeds 100, and users' perceived quality is 7.4 out of 10.

        Noteworthy projects in this mandate include:
        Since 1992, when the city of Barcelona opened up its seafront, the 8 coastal municipalities have had facilities of their own which reinforce the image of continuity, identity and belonging to a metropolitan area which extends beyond the municipal boundaries. The AMB is in charge of maintaining the 30 kilometres of beaches and promoting solutions that foster their preservation as both a natural and public space.

        The maintenance actions follow a threefold dynamic: first, the constant improvement of services and facilities which, according to surveys, citizens rate at 7.7 on the quality perception index and more than 100% on the satisfaction index; secondly, the construction of new seafront stretches in linear continuity in order to ensure total connection; and thirdly, the struggle against beach regression, which is worrisome and has led work to begin on a stabilisation plan, along with the first conference on this issue (LitoMet).

        One noteworthy action is the conclusion of the third phase of the seafront in Castelldefels.

        With the goal of recovering rivers and enabling citizens to reclaim them as their own, the AMB has undertaken many interventions following economy of maintenance criterion which have managed to shift the riverside areas from being the "backdoor" of the municipalities to becoming prime natural spaces, with an ecological and social value capable of serving as the backbone of the metropolitan area.

      • Indoor space
        Indoor public facilities or spaces guarantee wellbeing and ensure metropolitan quality of life. In the past four decades, the population in the metropolitan area has remained virtually steady while the number of facilities has tripled. The AMB's efforts have focused on articulating the new facilities with those that already exist and promoting the construction of multifunctional local facilities.

        In this mandate, there was a significant number of construction sites and projects in relation to the total number of public space projects drawn up, specifically over 25 % in the number of actions and 35 % in terms of budget. Of the indoor public space actions – 105 in total – 26 are newly built (24.8 %) and 79 are rehabilitations (75.2 %). This highlights two issues : the need to update the existing facilities, which are clearly ageing, and maintaining a new demand in terms of both the proximity of the services that users want and the appearance of new types of indoor public spaces that were unimportant until now (business incubators, multifunctional facilities and green waste sites, among others).

        In terms of construction sites, 18 are new buildings, with a total investment of close to 27 million euros, and 50 are rehabilitation and improvement projects, with a budget of 35 million euros. In terms of the type of facilities, sports is still the most important use, accounting for 26.7 %, while the remainder is distributed as shown in the table below:

        Important projects during this mandate include:

      • Urban and mobility spaces
        In a region with an increasingly diverse population, interventions that generate flexible public spaces capable of guaranteeing accessibility for everyone, improving peaceful coexistence and preserving social cohesion are crucial. The AMB designs and constructs quality public spaces to equip both the centre and the periphery equally and to articulate the built urban space.

        This is where the majority of the public space actions are built: 138 projects or studies undertaken and 122 construction sites, with a total investment of 76.5 million euros.

        The actions are distributed by type as follows:

        Streets are still quite prominent in terms of both the number and cost of actions. Noteworthy compared to other mandates is the increase in actions to improve mobility, eliminate barriers and build bicycle lanes.

        Important projects during this mandate include:

        The AMB's interventions in the sphere of mobility guarantee connectivity among the different public spaces which are part of the metropolitan network and have helped transform it to benefit pedestrians and bicycles. Citizens are moving more and doing so in more diverse ways. The edges and interstices of both the compact city and the infrastructures are where new spaces of opportunity are found.

        The project spearheaded by the Mobility and Transport Area in conjunction with the Territory Area already permeate all the outdoor public space projects and are characterised by the desire to lower traffic and urbanise mobility via 3 strands:
        • Construction of a true metropolitan bicycle lane network called BICIVIA.
        • Adaptation of new stretches of bicycle lanes in all the public space actions that allow it.
        • Adaptation of the major arteries, such as the B-23 and especially the C-245, with new bicycle lanes. Plus, this is joined by studies on lowering traffic on the C-31 between the airport and Castelldefels.
        Forty bicycle-related projects have been executed, leading to 25 kilometres of new bicycle lanes planned. Of these projects, 16 have already been executed and 7 more are currently being executed, with a total investment of 6.5 million euros.

        Services

        Cities are the main habitat of human beings, physical as well as functional spaces. In this dynamic ecosystem, the circularity of the urban metabolism, food flows, raw materials, energy, water and moving persons must be considered while reducing admissions and their negative impacts.

        In this vein, we can cite projects related to the major water, electricity, gas, sewage and telephone networks. In conjunction with the Environment Area and the Directorate of Infrastructures, different projects have been undertaken on regional and local sanitation collectors, especially in mountain-dwelling housing estates. Work was also undertaken on burying high-tension lines and restoring former landfills. Worth noting is the landscape restoration of the former landfill in Garraf, today Vall d'en Joan, which was unveiled at the central pavilion in the Venice Biennale.

    • Technical management
      The Directorate of Public Space Services works to constantly improve the management of projects and construction sites, from both the technical and environmental standpoint, without forgetting the social factors that are indissociable from the design of the public space. Thus, during this mandate the building information modelling (BIM) system has been implemented to draw up projects and manage construction sites; a protocol is being incorporated which identifies the environmental impact of the projects drawn up; a teamwork methodology for drawing up projects has been created; and we have partnered with the AMB's International Cooperation Service.
      • BIM
        In 2015, the AMB decided to rise to the challenge of implementing the BIM (building information model) in the projects and construction sites that it develops. This implementation process, which began in September 2016, has led all the project and construction technicians to be trained and new ways of working to be incorporated.

        Therefore, currently all the Directorate of Public Space Services projects are drawn up with the BIM.

        On the other hand, because it is a public body, the AMB wants to share the knowledge it has acquired during this period as well as the tools that have been developed, especially in the sphere of the design of public space. With this purpose in mind, a website has been created which seeks to be living, open site where examples of projects undertaken, BIM contents and AMB manuals and guides will be added.

      • Sustainability and architecture
        Architecture and buildings play a very important role in dealing with climate change. Buildings' life cycles have environmental impacts with heavy repercussions on society as a whole.

        Given the present situation and a future that is not very hopeful, we must focus on building with new parameters which provide solutions that lower the ecological footprint and carbon admissions. Building technicians' responsibility cannot be avoided. This problem must be dealt with urgently and effectively, and we must not be satisfied with simply complying with regulations that are still insufficient. 

        The Directorate of Public Space Services accepts this commitment and is working to provide its technicians with the tools and capacities that will allow them to define objectives and environmental quality levels in projects and  to understand and evaluate the repercussions of their decisions in the life cycle of buildings and public spaces.
      • Methodology
        Teamwork methodology when drawing up projects: the Directorate of Public Space Services draws up projects with multidisciplinary teams of in-house or outside professionals hired specifically for the project. 

        Despite the fact that it has had ISO 9001 certification for years, and in order to optimise its activities and carry them out efficiently in order to attain the required quality and solutions, a methodology has been designed and launched based on cooperation and teamwork, which improves the organisation and facilitates work flows among the different technicians participating in drawing up the projects, based on group planning and mutual coordination. 
      • Cooperation
        In collaboartion with the AMB's International Cooperation Service, models and strategies have been examined to manage and design the public space in Maputo (Mozambique), Managua (Nicaragua) and San Salvador (El Salvador), with lectures and visits to metropolitan action sites.

        We worked directly with the Metropolitan Area of San Salvador (AMSS) within the project entitled "Public Space as an Integrative Element of Economic and Social Development" to foster social cohesion and citizen coexistence. Different architects from the AMB taught workshops and worked directly to envision and design two urban spaces in the AMSS.

        We are also participating in the agreement called "Metropolitan Management of Sustainable, Inclusive Mobility in Gran Maputo: Contributions to Launching Operations of the Metropolitan Transport Agency" to provide support in the metropolitan mobility strategy and a new vision of urban spaces in conjunction with the Metropolitan Transport Agency, the Conselho de Maputo and Architects without Borders.
    • Dissemination and knowledge
      The documentation and dissemination of the work performed and the metropolitan spaces designed, executed and managed helps people understand and learn while also providing the local architectural culture with content and knowledge. The AMB achieves this by issuing publications, producing exhibitions, participating in biennials and shows, working with universities and submitting projects to architecture and design awards.
      • Publications
        The Metropolitan Spaces Collection is a compilation, in the guise of catalogues, of the Directorate of Public Space Services' projects and construction sites. The first volume in the collection emerged from need to document the projects undertaken during a 10-year period, and therefore from the desire to start an archive. The goal of all the volumes in the collection is to compile and make available to professionals a selection of actions built within certain years. They are reference books, coffee table books, which offer examples and solutions for architects and professionals who work in the sphere design and construction of the public space.

        The volume published this mandate, the fifth in the collection, compiles a selection of the actions undertaken during the period 2013-2017, and it was published with the intention of signalling a turning point, since it broadens the perspectives and distances itself from the concept of a catalogue. Beyond providing a historical reflection of the fundamental role of the AMB in the design and construction of public space and the transformation and organisation of the metropolitan area, its objective was to sketch out new future pathways.

        Another publication issued by the AMB during this mandate was Metropolitan Passages: A Look at Metropolitan Projects from a Small Scale.       • Exhibitions and shows
        Exhibitions and shows, often held within events like biennials, seminars or architecture and design festivals, are informational spaces which are used to explain the work done and to share it with both professionals and citizens.

        In the period 2015-2019, the AMB participated in the following events via the Directorate of Public Space Services:
        • 1st Architecture and Urban Design Biennial of Shanghai, SUSAS 2015, September to December 2015, with the exhibition "Barcelona Urban Experience. 25 years of Urban Remodelling of the Metropolitan Area of Barcelona".
        • 15th Biennale of Architecture of Venice 2016, May to November 2016, with the participation of the project to restore the landfill in Garraf in the International Exhibition Centre "Reporting from the Front", along with the participation of the environmental recovery project of the Llobregat River in the exhibition Aftermath in the Catalan pavilion.
        • The Open Space Connection edition between the Barcelona Metropolitan Area and the Lémanique region of the Cities Connection Project (CCP), held in Lausanne in October 2016 and in Barcelona in May 2017.
        • 1st Architecture and Urban Design Biennale of Seoul in 2017, September to November 2017, with the exhibition "Mixed Use, Mixed Time, Mixed People".
        • 5th edition of the Cities Connection Project (CCP), October 2018, with the participation of the design of the Escola dels Encants of Barcelona in the "Re-activate the City" connection between the cities of Barcelona and Brussels.

      • Agreements and partnerships with universities
        The AMB works with universities, given that the transfer of knowledge stemming from educational and professional experience contributes to improving and enriching the AMB's work to build the metropolitan area while also fostering university research. 

        In the 2015-2019 mandate, the AMB signed a framework agreement with the UPC to partner in the development of studies and workshops taught by ETSAB. The purpose is to establish a framework that enables the AMB's knowledge, experiences, projects, studies and actions in the metropolitan area to be shared; to enrich this work with the reflections coming from the university; and to foster research in the area of regional management, planning and building.

        The main ETSAB courses and workshops in which we participated during this period are:

        The AMB also helped prepare and present the topics of study with other universities and architecture schools such as the International University of Catalonia (UIC).
      • Recognition and awards
        The submission of the projects managed and conducted by the Directorate of Public Space Services to architecture and design prizes is part of disseminating the work done by the AMB. At the same time, the recognition received by some projects serves as a stimulus to keep working with the same quality and public service criteria and to remain steadfast in the conviction that public space plays a crucial role in building and transforming cities.

        The main recognitions in the sphere of public space are received in the period 2015-2019:

  • Promotion and conservation
    In the period, the metropolitan park network has come to be comprised of 51 urban parks located in 33 municipalities with a total area of almost 3 million square meters. The AMB has overseen management of the comprehensive maintenance of the parks with the application of quality controls to regularly assess the state of the vegetation, furniture, pavements, facilities and buildings located in the parks. This allows for constant improvements in the parks, which makes it possible not only to carry out improvements for the sustainability of the service but also to cover citizens' demands. An entire series of educational, promotional and dynamisation activities to showcase the social, heritage and environmental assets of the parks is also worth noting.

    The AMB is also responsible for maintaining the 30 kilometres of beaches located between the towns of Castelldefels and Montgat and equipping them with furniture. A series of interrelated actions during the period 2015-2019 stand out, such as leading the fight against beach regression, actions to improve dune ecosystems and other actions falling within the Plan to Improve the Biodiversity in both beaches and parks. Also worth noting are improvements in accessibility for individuals with reduced mobility, the promotion of sustainable mobility, improvements in sustainability and smart management through sensors, and the continuation of the improvements and new installations of furniture and facilities for citizens' wellbeing.
    • Parks
      The AMB manages the metropolitan park network, which currently includes 51 parks located in 33 municipalities occupying a little over 295 hectares (2,956,421.78 m2).

      The AMB's comprehensive park management continues to be a quality benchmark in the management of public space, and the service assesses the results with internal quality control. In parallel, every two years, park users are administered a satisfaction survey, and in the data collected in 2017, the perceived quality was rated at 7.4 out of 10. 

      In recent years, within the lines of the Park Service's work, the stress has been on improving people's wellbeing and quality of life: 
      • Execution of comprehensive improvement projects in the park, which also include improving the facilities' accessibility and inclusivity 
      • Implementation and enlargement of the facilities in the parks to serve citizens, such as playgrounds and new sports facilities
      • Replacement of the furniture (10% of the benches and chairs in the network) with models that follow ergonomic criteria 
      • Implementation of a new family of informative signs 
      • Implementation of facilities to promote and share information in parks, such as play and experimentation areas and environmental classrooms 
      Work was also conducted to improve the efficiency and sustainability of the service and to improve the environment:
      • Expansion of the remote management of watering in the network 
      • Incorporation of inclusivity in children's playgrounds 
      • Improvements in the water networks 
      • Implementation of remote management of lighting with control of the electrical panels 
      • Generation of platforms and databases to more efficiently manage incidents that need to be resolved  
      • Reducing chemical treatments for phytosanitary control and removing glyphosate 
      • Maintenance of the reuse and composting of plant remains 
      • Management of rubbish bins in the triage plant 
      • Maintenance of the fleet of vehicles and electrical machinery to lower emissions 
      • Promotion of the naturalisation of water pools  
      • Development and implementation in parks of the measures called for in the Plan to Improve Biodiversity 


      The metropolitan park network was started in the early 1990s with an area measuring 70 hectares, and since then it has constantly grown with new additions and the expansion of the existing parks. In early 2015, with the addition of 4 more parks and the expansion of some parks that were already in the network, it continued to grow and went from including 40 parks with a total area of 224.85 hectares to 51 parks with a total area of 295.64 hectares. The number of parks and their total area has increased 30 %.

      In recent years, the following parks were added:
      Therefore, only the parks in Torrelles de Llobregat, Sant Climent de Llobregat and Sant Cugat del Vallès must be completed for the metropolitan park network to encompass all the municipalities in the AMB.

      • Management model
        The AMB has spearheaded a comprehensive management model for the different areas and objects in the Metropolitan parks: 
        • Vegetation: trees, bushes and herbaceous ground cover. 
        • Furniture: benches, rubbish bins, pylons, signs, bicycle parking, playgrounds and sports elements, among others.
        • Pavements: granular and hard. 
        • Installations: water, light and sanitation. 
        • Buildings and built elements. 
        This model, which has earned UNE-EN-ISO 9001:2000 quality certification, calls for the comprehensive maintenance and constant improvement of the metropolitan parks while bearing users' needs in mind, adapting to new uses and applying sustainable environmental measures.

        During this mandate, many actions were conducted, including: 
        • Improving the trees, by expanding the number of trees and using new planting techniques. 
        • Adding, organising or expanding children's playgrounds or sports elements.
        • Improving the efficiency of light and water installations. 
        • Improving the parks' accessibility. 
        • Preparing and conforming to European regulations in all playgrounds.
        With regard to the satisfaction of users of the metropolitan parks, every 2 years the AMB administers a survey in conjunction with the Barcelona Town Hall to ascertain: 
        • Users' degree of satisfaction.
        • Habits in their use of parks.
        • Who visits parks and users' sociological characteristics.
        • The park model.
        The reports with the data obtained reveal a positive evolution in the parks, and these results are presented to all the metropolitan town halls so that they can analyse them together and take decisions on future actions. 

        In the last study, which was conducted in July 2017 in 10 municipalities, 5,405 in-person surveys were conducted, divided into 44 parks. Some of the results were:
        • The satisfaction index is 106 %; that is, the evaluation of the park after visiting it is higher than expected before going to the park.
        • Users' perceived quality is 7.4 out of 10.
        • The parks' strong points include factors like their quietness, proximity, design and vegetation.
        • The aspects rated the worst are safety and restrooms.
        • Park users spend an average of 1 hour and 16 minutes in the parks.
        • The number of daily park users has increased from 37.7 % (2013) to 49.2 % (2017).
        • 25.4 % of users go to the park once a week.
        • 11 % of users visit the parks occasionally.
        • The main reasons for visiting parks are to walk or relax, to bring children to play there or to play sports.

      • Sustainability
        The AMB has established measures to improve sustainability and efficiency which have enabled it to earn the UNE-EN-ISO 14001:2004 environmental certification.

        These sustainability and efficiency directives are applied as general service conditions and avenues of work in the different management areas, including management of plants and installations:
        • Incorporating electrical resources in the vehicle and machinery fleet used to manage the entire network to lower emissions and noise pollution.
        • Introducing shrub and herbaceous species endemic to our climate through small interventions to renew the vegetation or overall interventions to improve the parks in order to foster their resilience and lower water consumption and management needs, while also stressing their ornamental and landscape value. 
        • Reducing green waste by reusing it for composting or grinding it and reincorporating it as mulch on the ground, while improving soil conditions and maintaining the degree of moisture.
        • Reducing phytosanitary treatments by comprehensively managing pests, cutting back on preventative treatments to act only in the case of curative treatments, fostering biological control and application via endotherapy.
        • Introducing vegetation in the water pools as a naturalisation process, thus improving water quality and its landscape value and eliminating any chemical treatments. 
        • Adapting and improving the water installations by fostering their automation and remote management. 
        • Renovating and improving the electrohydraulic installations associated with water pools with the goal of optimising water consumption and cutting back on chemical treatments and their associated energy costs within the overall naturalisation process. 
        • Occasional improvements in water collection systems to lower surface runoff and flaws in pavements by fostering water absorption in parks.
        • Implementing remote management of electrical panels to quickly detect any incidents in the installation. 
        • Conducting energy efficiency studies of the electrical installations and implementing corrective measures.
        • Renovation and reorganisation of furniture in order to improve its functionality and durability while lowering incidents of vandalism and the associated waste generated. 
        • Developing and implementing the Plan to Improve Biodiversity, which has led to the creation of a fauna viewing station, several butterfly gardens, insect hotels and biodiversity refuges and the installation and monitoring of nest boxes, among other initiatives. 
      • Main actions 2015-2019
        • Creating sports circuits, fitness areas and street workout areas in the Parc de la Muntanyeta (Sant Boi de Llobregat).
        • Refurbishing the crest pathway and installing lookout points in the Parc de la Muntanyeta (Sant Boi de Llobregat).
        • Improving the facilities in the Parc de la Muntanyeta (Sant Boi de Llobregat).
        • Creating a playground and a sports facility zone in the Parc del Tramvia (Tiana).
        • Improving pavements and drainages in the Parc de Can Corts (Cornellà de Llobregat).
        • Remodelling and improving facilities and citizen uses in the Parc del Turonet (Cerdanyola del Vallès).
        • Improving trees with the installation of structural soil in the Parc de la Solidaritat (Esplugues de Llobregat).
        • Improving trees in the Parc de la Fontsanta (Sant Joan Despí).
        • Improving accessibility and installing sports elements in the Parc del Castell (Castelldefels).
        • Creating a sports circuit with the installation of fitness elements in the Parc de la Fontsanta (Sant Joan Despí).
        • Creating a street workout area in the Parc Nou (el Prat de Llobregat).
        • Building the environmental classroom in the Parc de Can Zam (Santa Coloma de Gramenet).
        • Building the environmental classroom in the Parc del Pi Gros (Sant Vicenç dels Horts).
        • Overall improvements in the Parc de Can Zam, phase I (Santa Coloma de Gramenet).
        • Expanding the playground with inclusivity in the Parc de Can Zam (Santa Coloma de Gramenet).
        • Naturalising the lake in the Botanical Garden (Barcelona).
        • Creating an inclusive playground in the Parc de les Planes (l'Hospitalet de Llobregat).
        • Creating butterfly gardens (an avenue of action in the Plan to Improve Biodiversity) in the Parc de la Fontsanta (Sant Joan Despí), Parc del Turonet (Cerdanyola del Vallès), Parc de la Torre-roja (Viladecans) and Parc del Canal de la Infanta (Cornellà de Llobregat).
    • Beaches
      The AMB undertakes the maintenance of the beaches and tends to all the elements found there: sand, dune zones, furniture, play areas and sports elements, water and sanitation installations, and seasonal modules like bathrooms and first-aid areas. This management bears in mind users' needs and the adaptation to new uses, as well as improving the environmental functionality of these natural spaces.

      The 41 beaches divided among the 8 coastal towns are prime public spaces which welcomed 8.3 million visitors in 2018. Surveys confirm the improvements and users' high degree of satisfaction. The perceived quality went from 7.2 out of 10 in 2014 to 7.7 out of 10 in the 2018 survey.

      In recent years, the loss of sand and accelerated beach regression, along with infrastructure problems, have led the AMB to spearhead the battle against beach regression and to seek the cooperation of the other administrations with authorities in this area with the goal of developing a structural plan.

      From the environmental standpoint, the Plan to Improve Biodiversity has been launched, which is closely related to the beaches' resilience towards climate change and the lack of sediments, as well as other improvements in the sustainability of the service.

      The smart management which is being implemented seeks to reinforce and monitor many actions, such as improving environmental management and increasing people's safety and wellbeing.
      • Improvement in sustainability
        Improvements in installations and facilities

        Since 2015, 3 new first-aid modules have been installed on the beaches and the bathrooms have been improved, with 10 new modules, both standard and handicapped-accessible. More than 50 lifeguard chairs on the beaches have been updated to improve their ergonomics and safety for the lifeguards. In 2018, a new element, beach intervention towers (for the lifeguard services), were installed as a pilot test; they were designed by the AMB's technical services to meet the needs of these services. New signage was installed at the beaches to meet current needs and save resources, with 200 access signs, 40 warning signs, 112 flagpoles showing the state of the sea and 50 informative banners on services and boat launches. Likewise, the number of children's play areas increased, as well as showers, foot baths and benches.

        Improved sanitation control in conjunction with the AMB laboratory

        In this mandate, protocols were launched to control legionnaire's disease through different analyses, as well as treatment and monitoring of sprayers and water reservoirs. The shower bases also began to be systematically analysed to control for fungus and infectious yeasts. Many good results were yielded: 100% of the samples were free of legionnaire's disease and 98% were free of fungus and yeasts.

        Facilitating access for individuals with reduced mobility

        In all the entrances with swimming assistance equipment (a total of 28), new footbridges were installed with less separation between the slats, such that there are now 2,500 metres of wooden footbridges of this kind.

        Services and facilities on the metropolitan beaches
        Beach analyses
      • Efforts to combat beach regression
        The beaches in the metropolitan municipalities are regressing because of the effects of ports and other coastal infrastructures on the costal dynamics, as well as the lack of natural additions of sediments on the coast because of the urbanisation of the region and reservoirs, among other reasons. In recent years, the beaches have suffered from the consequences of different storms, which seem to be increasing in frequency and intensity. In the most serious case, Montgat, the town lost 70% of its beaches and reached a critical, unsustainable situation.

        It is also essential to deal with the effects of climate change in terms of the rise in sea level, the increased severity of storms and tides, changes in the prevailing winds and currents, storm surges and other factors.

        It is essential to plan in the middle and long term so the administration can be equipped with the mechanisms that allow it to address problems of erosion and the chronic lack of sediments. Given the challenge of stabilising the metropolitan beaches posed by the current threats, the AMB is working to partner with the competent public administrations to come up with a joint structural plan for the beaches it manages.

        Along with the eight town halls of the coastal metropolitan municipalities (Castelldefels, Gavà, Viladecans, El Prat de Llobregat, Barcelona, Sant Adrià de Besòs, Badalona and Montgat), the AMB has led and organised the first LitoMet Conference, a day spent defining public policies to preserve the metropolitan coastline. Around 100 experts engaged in joint reflection with the goal of laying out the intervention guidelines that these spaces need.

        The improvement and reinforcement of the dune systems in the delta of the Llobregat River is one of the tools used to increase the resilience of the beaches, in light of the lack of sediments and climate change. There are a total of eleven related actions, along with others, in the Plan to Improve Biodiversity.

        Since 2015, actions on the beaches have continued: the creation of new dunes and reinforcement of existing ones (12,000 ml), the planting of species endemic to these ecosystems (14,000 units), protection with stakes and ropes (10,000 ml) and informative signs. Likewise, more than 100,000 kg of invasive vegetation has been removed. All these actions seem to have led to an almost 50,000 m2 increase in the area of the dune zones. The beach-dune system's purpose of protecting the coast is extremely important and therefore it has a high ecosystem value.

      • Smart management
        During this mandate, a new PA system was installed in Barcelona in conjunction with the AMB's Innovation Service, with 32 posts equipped with sensors and Wi-Fi. They are versatile, have a wide range of uses and allow the Urban Guard or other agents to deliver messages from any point in the city in case of emergency. The length of this service has also been stretched to the maximum: 24 hours a day, 365 days a year, a major improvement for the safety of beachgoers. 

        The system of 190 semi-buried large-capacity rubbish bins has been equipped with sensors which control waste levels inside and thus allow collection to be optimised. A website was set up so both the contractor and AMB technicians can track the status of waste collection. Thus, the number of vehicles driving on the beach has decreased, with the consequent substantial improvement in beachgoers' wellbeing and safety, as well as a major reduction in CO2 emissions.

        Throughout the current mandate, different smart tools have been implemented with the goal of managing beach maintenance more efficiently:
        • Implementation of IOC, the MAXIMO database and inspection app to handle incidents.
        • Creation of the Town Hall Portal, a means of communication with the town halls' technical teams to deal with issues related to beach management.
        During this mandate, 47,870 incidents were handled.

      • Improvements in sustainability
        In addition to the sustainability and efficiency guidelines applied jointly to the management of parks and beaches, the following are also worth highlighting:
        • In order to sustainably manage the waste resulting from storms, the AMB has integrated the manual sorting of anthropic waste (plastics, tyres, cellulose, among others) from plant remains to its usual waste management and deals with them differently. Since 2015, 171,870 kg of plant material suitable for composting has been collected.
        • In order to improve access to the beaches in sustainable means of transport, 280 new bicycle stands have been installed in 70 different points, such that now 50% of the accesses in all municipalities have these stands, except Barcelona, which has them at all beach accesses. This service has been used massively, which highlights the acceptance of and need for this action.
        Plant remains left by storms
    • Rivers
      With the goal of recovering rivers and enabling citizens to reclaim them as their own, the AMB has undertaken many interventions following economy of maintenance criterion which have managed to shift the riverside areas from being the "backdoor" of the municipalities to becoming prime natural spaces, with an ecological and social value capable of serving as the backbone of the metropolitan area. 

      In the case of the Llobregat River, based on the initiative of the AMB's Directorate of Infrastructures in close cooperation with the two services, a series of improvement actions were undertaken which are turning this space into a veritable riverside park more than 30 km long.

      Worth highlighting is the new floodable crossing between Sant Vicenç dels Horts, Sant Feliu de Llobregat and Molins de Rei because of the mobility and landscape improvements it entails.

      The projects related to the river were spurred with the creation of a new Landscape Improvement Plan managed by the Directorate of Infrastructures.

      A total of 13 projects are either completed or underway (7 completed and the remaining projects on the verge of completion).

      The space recovered stretch-by-stretch has been consolidated and enjoys widespread social acceptance and continuity, turning it into a veritable riverside park.

      Noteworthy projects from this mandate:

    • Promotion of the public space
      This concept encompasses all the actions aimed at sharing the advantages of enjoying the system of green spaces in the metropolitan area. It includes the green infrastructure, which is made up of parks, beaches, rivers, streams and other spaces, along with the ecosystem services they entail and their health benefits.

      During the 2015-2019 mandate, the Aprenem (Let's Learn) programme was introduced into the metropolitan park and beach network. Its objective is to foster people's ties with the parks and beaches and to share their socioenvironmental value, while creating spaces for fun and learning.

      The projects included within the programme are:
      • Jugatecambiental. Environmental play activities targeted at families. Currently 35 Jugatecambientals are operating in parks and 4 on beaches.
      • Environmental classrooms. Support areas for educational and fun environmental activities targeted at schools, families and the public at large. During this mandate, 5 environmental classrooms were created.
      • Series of activities held in the metropolitan parks, beaches and rivers. Annual programming of activities targeted at all audiences, organised in conjunction with the Natural Science Museum of Barcelona.
      • Educational activities and projects targeted at schools and entities.
      • Metropolitan Bioblitz at the Jugatecambientals at the metropolitan parks and beaches: a total of 39 which also conducted a citizen science activity whose main goal was to tally species and gain an X-ray of the biodiversity in the region.
      • Creation of a fauna viewing station, which collects the fauna spottings made in all the activities carried out within the different projects in the Aprenem (Let's Learn) programme.
      • Publications. Teaching and informative materials were published to support the different projects (botanical routes, educational dossiers).
      • Communication. Organisation of the website with new contents (points of interest in the parks and beaches), development of the monthly electronic newsletter on the parks and beaches (news, activities, etc.), creation of profiles on the social media, specifically Twitter (parks and beaches and Jugatecambiental) and Instagram (parks and beaches).
